Consensus reached on new collective agreements in the municipal and welfare sector
Local Government and County Employers KT and the sector’s principal negotiating organisations have reached a consensus on new collective agreements in the municipal and welfare sector. The final result is still pending the finalised negotiation result of each sector and administrative approval of all parties.

Local Government and County Employers KT and the principal negotiating organisations Public Sector Union JAU ry, Public Sector Professionals JUKO ry and Health and Social Services sector’s Negotiation Organisation Sote ry reached a consensus on new collective agreements in the municipal and welfare sector on 29 April at 10.15 pm.
The final result is still pending the finalised negotiation result of all sector-specific collective agreements in the municipal and welfare sector. In addition, the administrative approval of KT and all employee organisations is required for it to become effective. The organizations’ administrations will meet to discuss the result in the coming days.
Negotiations concern 500,000 people
The current collective agreements in the municipal and welfare sector are valid until 30 April 2025. Negotiations on the new agreements began on 11 March 2025.
The collective agreements in the sector concern approximately 500,000 employees who work in municipalities, wellbeing services counties and companies owned by them. Approximately half of the operating expenses of municipalities and wellbeing services counties consist of personnel expenses. There are 13 collective agreements.
The content of the negotiation result will be announced when all administrations have approved the outcome.
