General increase in the salaries in wellbeing services counties and municipalities in October 2025

Last spring, SuPer negotiated pay rises in collective agreements. On 1 October, a general increase of 2.5 per cent will be paid.

The general increase of 2.5% will be paid to all who work in wellbeing services counties, joint county authorities for wellbeing services, municipalities and cities.

Which collective agreements and which SuPer’s members does the increase apply to?

  • The SOTE agreement applies to the social and health care personnel of the wellbeing services counties.
  • HYVTES includes the personnel working in office and administrative tasks in the wellbeing services counties and joint county authorities.
  • The KVTES agreement is followed by municipalities and joint municipal authorities. Childcarers in early childhood education and care are the largest personnel group in the KVTES agreement, and school guidance counsellors are also part of this collective agreement.
  • KT’s private sector collective agreement for staff leasing applies to companies engaged in personnel leasing to municipalities and wellbeing services counties.

In the autumn, SuPer will negotiate on the terms of employment in the private social services sector and the early childhood education sector. Negotiations in the private health care sector will begin in spring 2026.
