Newsletter: Negotiation result for municipalities and wellbeing services counties
The SuPer union board has approved the negotiation result for municipalities and wellbeing services counties on the 5th of May 2025. The result includes a wage agreement based on export industries and, in addition, a wages and salaries programme for the future. The agreement term is long: 34 months, from 1/5/2025 to 29/2/2028.
Although this negotiation round focused mainly on the level of wage increases and on continuing the wages and salaries programme, some progress was made on the text as well.
The full settlement includes some improvements to working conditions. To improve the balance between work and family life, a paid breastfeeding break is introduced and the provision on temporary care leave is reformed. In the future, a pregnant person may discontinue their study leave and resume it later. Temporary provisions on period-based work were made permanent. A night work trial will be prepared during the agreement term. An agreement was reached on the compensation for essential work and emergency work done during labour disputes.
Wage increases 2025 to 2028
From 2025 to 2028 (1/5/2025 to 29/2/2028), the same wage increases apply to all sectors covered by the agreement (SOTE agreement, KVTES, HYVTES, YTES & VUOKRATES):
- In 2025, wages are raised by a 2.50% general increase (€53 at the minimum) as of 1/10/2025.
- In 2026, wages are raised by a 2.27% general increase as of 1/8/2026 and by a 0.20% local arrangement instalment as of 1/10/2026. A second arrangement instalment, 0.40% of the wages and salaries programme, is also payable at the same time.
- In 2027, wages are raised by a 2.0% general increase and a 0.40% local arrangement instalment as of 1/4/2027*. A second arrangement instalment, 0.40% of the wages and salaries programme, is also payable at the same time.
- In 2028, the local arrangement instalment amounts to 1.0% and applies as of 1/2/2028.
In addition to these increases, the instalments agreed in the 2022 SOTE agreement (2%) and HYVTES (1%) for 2025 (instalments agreed for 1/6/2025) are paid. The agreement result postponed the payment of these instalments in 2025, which means that single instalments are paid with the payroll of August 2025. The single instalment for the SOTE agreement is €140 and that for HYVTES is €76.
Regarding the wage settlement, the new agreement is good in the face of the current economic situation. Achieving this settlement continues the development of improving the wages and working conditions in the care and early childhood education sectors and promoting wage equality. This development should be continued in the future as well.
